The “Archimed” and “Interreg” programs (1999-2000)

The “Central and Oriental Mediterranean – Greece and Italy (Archimed)” program was started within the framework of the transnational pilot cooperation actions for the set-up of the territory, funded under article 10 of the ERDF (European Regional Development Fund). On the basis of this, the Central Institute for Restoration has promoted projects aimed at the setting-up of local systems of the Risk Map in four regions of southern Italy, namely: Puglia, Basilicata, Calabria and Sicilia.

At the same time, on the basis of the other community program “Western Mediterranean and Latin Alps (MeddOcc) – France, Italy, Spain (Interreg. IIC)” projects have started in eight regions of central-northern Italy, namely Lazio, Liguria, Lombardia, Piemonte, Toscana, Sardegna, Umbria and Valle d’Aosta.

The regional projects, included in the Archimed and Interreg programs, have been created in partnership with the Republic of Greece and the Spanish region of Catalonia, and both have as their primary objectives:

  • to activate of an exchange between the countries taking part in the project, aimed at sharing the methodologies for processing the information concerning the cultural heritage and territory;
  • to create in the Italian regions partners in the Local Systems project (Remote Systems), closely linked to the Central Systems (Risk Map and SITAP), that will handle all the data required for the Regions, Superintendents and local administrations to perform the tasks for which they are responsible;
  • to experiment, on some sample areas of these regions, a method of evaluating the territory and the landscape achieved as a simulation and evaluation of the sustainable changes and actions.

    The first phase of the project includes the following activities:

  • the analysis of the territorial banks (cultural heritage, danger, cartography);
  • planning for the integration of the selected data banks into the information systems, closely linked with the national systems already in existence; drawing up of a report in Italian and English.

    Activities

    The main activities are:

  • the analysis and creation of three Metadata applications for the existing datasets relating to cultural and environmental items, the risk factors and the base cartography;
  • the recording of these datasets with regard to the territory of the Italian Regions that are partners in the project;
  • the filling of the Metadata with the results of the recordings;
  • the planning of the acquisition of datasets of use to the Risk Map system for the so-called “sample areas”.

    These objectives, in actual fact, create an information base to which to refer in order to pass directly to the operational phase, being aware of the possibilities of development, its times and costs.

    Territorial aspects

    All the datasets available at a regional territorial level containing data in the categories indicated in the technical specification will be recorded, at a central as well as a remote level (with the exclusion of municipal bodies).

    For an area of approximately fifty municipalities per region, to be established by the project’s technical committee, a survey will also take place at municipal level.

    Finally, for the various sample areas, one per region with the characteristics indicated in the technical specification, the survey will be extended further, and data of use to the Risk Map will be selected and its acquisition planned.
